Chambers Ireland has contributed to the consultation on the Terms and Conditions for the Fifth Competition under the Renewable Electricity Support Scheme (RESS 5).
To deliver on our climate commitments we need to accelerate the expansion of renewable electricity generation. The results from RESS 3 and RESS 4 were underwhelming and the new Government now has to play catch-up. Clearly, RESS 5 will be the most important auction yet.
Achieving our 2030 climate targets requires a market framework that not only attracts investment but also ensures projects are delivered efficiently and at scale. While affordability for consumers is important, an excessive focus on price alone risks undermining the viability of projects and, ultimately, our ability to meet our 2030 targets.
We emphasise that a well-balanced approach must prioritise both cost-effectiveness and deliverability, ensuring that approved projects have the necessary infrastructure, regulatory certainty, and market conditions to be completed successfully. Investment in grid upgrades, streamlined planning, and long-term policy certainty will be essential to realising our exceptional renewable energy ambitions.
