The Town and Village Renewal Scheme (TVRS) supports small to medium capital projects which enhance the environment of town or village centres.
Grant funding for projects will range from €20,000 to €500,000. The Scheme which was introduced in 2016, is part of a suite of measures designed to rejuvenate rural towns and villages throughout Ireland.
The Town and Village Renewal Scheme is funded by the Department of Rural and Community Development and will be administered through Louth County Council.
The Town and Village Renewal Scheme 2023 (TVRS) is funded under Project Ireland 2040 is a key measure supporting the objectives of Ireland’s Rural Development Policy 2021-2025 - Our Rural Future and Town Centre First (TCF) Policy.
The 2023 TVRS is designed to support the revitalisation of rural Ireland through a renewed focus on town centre economic and social recovery and regeneration. This will be achieved through projects focusing on town centre regeneration, enhancing our Streetscapes and bringing vacant and derelict buildings back into use as community multi-purpose spaces through refurbishment and renovation.
This will be achieved through:
• Town Regeneration projects
• Enhancing our streetscapes
• Green spaces / recreational amenities in town or village centres
• Refurbishment of existing community centres
• A new option to allow local authorities to acquire plots of land to enable development of town regeneration, such as town parks, plazas, etc.
• Bringing vacant and derelict buildings/ back into use as multi-purpose or community spaces
• Projects to support town or village centre markets, e.g. farmers markets or artisan markets.
• Town/village centre plaza development
This year the scheme will also include a focus on Town or Village Centre Markets (e.g. Farmers Markets, Open-Air Markets, Local Trader Markets, Artisan Markets or similar) in alignment with the Programme for Government.
Grant Levels
For the 2023 Scheme, the minimum grant which is available is €20,000.
The maximum level of grant funding available is €500,000 in respect of one application from each Local Authority.
A maximum of €250,000 will apply in respect of 2 applications and €100,000 in respect of 4 applications.
The Department is committed to ensuring that towns and villages in most need of support and/or towns and villages which have not previously been funded or funded in the last 3 years under the scheme will benefit under the 2023 scheme.
Selection of projects under the Town & Village Renewal Scheme for 2023 will be by means of a competitive process.
Full involvement by community interests and business interests will be an essential feature of successful projects. Successful proposals will include activities which have clear positive economic impacts on the town/village.

The Council wish to receive Expressions of Interest (EOI’s) by 4pm on 25th August 2023 which are available to download from Louth County Council’s website.
Please note that the deadline dates for submission of Expressions of Interest to the Community Section of Louth County Council are different to the application deadline dates indicated by the Department of Rural and Community Development on Page 7 of the Scheme Outline. The reason for this is the Expressions of Interest must be reviewed by Louth County Council before submission to the Department of Rural and Community Development for further consideration.
EOI's for the TVRS scheme should be returned to community@louthcoco.ie or returned to the Community Support Team, Town & Village Renewal Scheme Applications, Community Section, Louth County Council, County Hall, Dundalk, Co Louth by 4pm on Friday 25th August 2023.
Late EOI's will not be considered after this date.
